Despite
an increase in shipping to the town wharves, Rockhampton's business leaders were
still discontented with river improvements undertaken by government engineers.
They then sought the opinion of a British harbour-construction expert, Sir John
Coode, who was conducting a tour of the Australian colonies in 1885. Coode's official
report, presented in 1888, promised 12ft at low water and the possibility of achieving
15ft (4.5m). Coode recommended construction and dredging work similar to Nisbet's
plans, with additional walls to be erected farther down the river. [
